As one of the fastest‑growing cities in the nation, Anna is building its future in real time — yet today, the city has only one public art installation, the “Welcome to Anna” sign, and only one piece of local art displayed in a civic space. For a city approaching 40,000 residents, this is not just a gap — it is an opportunity.

Public art has the power to transform parks, trails, libraries, and public buildings into places that feel alive, welcoming, and uniquely ours. How Public Art Is Governed in Anna

Public art installations in Anna are governed by the Anna City Council, which currently holds full authority over:

  • What public art is allowed

  • Where it can be placed

  • How it is funded

  • Which projects move forward

  • What proposals are approved or denied

At this time, Anna does not have a Public Art Board, Arts Commission, or Cultural District committee to review or recommend projects. All decisions — from murals to sculptures to installations — must go directly through City Council for approval.

This means that every piece of public art in Anna requires:

  1. A formal proposal

  2. Review by city staff

  3. Placement on a City Council agenda

  4. A public vote by Council members

Because of this structure, the city’s public art presence remains extremely limited. Without a dedicated arts body or established public art program, only projects that make it through the full Council process can be installed — and very few have.

Amanda Holmes lived in Anna for 19 years before moving to a town where her art was valued and was able to install but a sign work of public art with the 'Welcome to Anna' sign. Travel to McKinney, however, and you will discover eight murals created by our very own Amanda Holmes. Her murals in McKinney are beloved and cherished public attractions; accredited with awakening the art movement through what is Mbkinney's Art District, today
